(css-smie-rules): New functions.
(css-mode): Use them.
(css-navigation-syntax-table): Remove var.
(css-backward-sexp, css-forward-sexp, css-indent-calculate-virtual)
(css-indent-calculate, css-indent-line): Remove functions.
